Born in Penghu, Taiwan, Chou taught himself to play the guitar from a young age. In 1981, he moved to Taipei, where he encountered MIDI equipment shortly after its invention at a friend's house, sparking great interest. In 1987, he joined the sales team at Gongxue She, selling YAMAHA MIDI instruments, and was selected as the best salesperson in 1989. In the evenings, he played electric bass at piano bars. In 1992, he moved to Lida Digital Audio Technology Co., Ltd., where he began his professional career in advertising music production. In 2011, he founded Hwa Ya International Music Co., Ltd., specializing in copyright music production.
Chou also worked as a commissioned composer at Sound Dynamics Recording Studio in Shanghai and Taipei, a MIDI instructor at the Yamaha Popular Music School in Japan, and a curriculum reviewer at the Industrial Development Bureau of the Ministry of Economic Affairs in Taiwan. He specializes in composing, arranging, and scoring for professional advertisements, dramas, video games, animations, and pop music albums. His works include 1000 TV commercials, 200 TV dramas, compositions for 6 NHK documentaries in Japan, music design for 100 slot machines, and production of 86 copyrighted music albums.
